When I asked in September, I was directed to wait for continuing education credits, which it says start Jan 1. When I asked what I was supposed to do in the interim I was told to hold tight. I imagine I get to guess at who to email to ask again now?

AFAIK, we just do those online courses from The Launch to fulfill credits. They're pretty straightforward (I think the company uses generative AI to present a written script). I'll wait for Jan 1 to see what courses count for what credits. I don't think we need to do anything in the meantime regarding credits.
It is amusing and nice to see USRowing extend the free Level 1 course window out until whenever they said it was. If you're going to make Level 1 a requirement, at least make it free. The boater safety course, first aid/CPR, and background checks are enough work as it is.

I guess my question is, if I have done enough credits by Jan 1, am I automatically listed as compliant on Jan1? I find it frustrating that even if you are putting in a good faith effort to do what it asked, it isn't exactly a straightforward process

Right, I don't know, which is why I'm holding off on doing any more of the courses until after Jan. 1. They clearly didn't think this through from a member perspective, which raises all kinds of questions. Again, we know at least one of the important education staffers there isn't a rower (but user experience isn't even rowing-specific), so maybe our expectations should be...lower.
