USRowing staff/board/etc changes

USRowing picked up a RegattaCentral veteran (poached?). And interesting that Jules, prev. Member Service Manager, will now head Referees/Member Services from Colorado, that hotbed of rowing. Looks like an implicit vote in favor of allowing remote admin (though there are many Olympic sport NGBs headquartered in Colorado Springs).
