I am not really moved by a desire to avoid making the system look bad. ("Mockery", who cares!) The system is what it is. If it looks bad, that is not the sculler's fault.
The problem is a practical one. The LM4- failed to qualify. That means they must have a boat ready to leave for Europe very soon. Introducing new blood at this point may be a bigger distraction than it is worth.
The heavy 4x is governed by many of the same rules you describe but they are qualified for the games. They don't have to be in Europe until July. Inviting a few new guys after the Non-Qual Trials seems like a good idea. Particularly after Stitt and Anderson selected the 2x.
