Empower not allowed?

So I was looking over the Fall Speed Order information for this weekend, and saw this:
Empower oarlocks will be allowed at this event, EMPOWER OARLOCKS WILL NOT BE ALLOWED AT ANY NSR, SPEED ORDER, OR TRIALS IN 2019
Why is rowing so reluctant to embrace tech? Most other sports would have no issue with recording all kinds of data for during and post race analysis. Some are even broadcast to the TV stations covering the race for everyone to see. Why is rowing so anti-technology?

If Empower are transmitting data ship-to-shore as it were, that byelaw fits in with FISA regs for open events. The only exception I know of are the GPS boxes used at international events.

it would be nice to hear something more than "No" from the governing body.

Have other power measurement devices been specifically banned by USRowing prior? Specifically thinking of SmartOar.
